Agency Profile
The Housing Authority of the City of High Point (HPHA) was chartered as a non-profit corporation in January 4, 1940 under General Statutes, Article 157 of the State of North Carolina to provide decent, safe and sanitary housing to the low-income citizens of High Point. Operating in accordance with regulations promulgated by the U.S. Department of Housing and Urban Development (HUD) and as provided for by the terms of the U.S. Housing Act of 1937, the Authority, a Public Housing Agency, is governed by a 7 member board of commissioners.
The agency administers 1,146 units funded under the Public Housing program, and 1,812 tenant based section 8 housing choice vouchers and 101 units through the Section 8 New Construction program. Additionally, the agency operates programs in the areas of housing counseling, Public Housing Capital Fund Program (CFP), Congregate Housing Supportive Services, Demolition and Revitalization of Severely Distressed Public Housing (HOPE VI Grants), an Affordable Housing Program, Upward Mobility Program and Resident and Supportive Services.
The agency also owns and operates the following subsidiaries:
- Low Income Housing Opportunities, Inc. (LIHO), a non-profit organization to provide eligible families and individuals with adequate housing, economic advancement and homeownership opportunities. Its principal operating activity has been to obtain and develop housing for sales to low income residents of the City of High Point, North Carolina.
- Empowering Lives and Building Foundations, Inc. (ELBF), a non-profit organization operated exclusively for educational, literary, charitable, or scientific purposes. ELBF assist residents served by affordable housing assistance programs to achieve self-sufficiency and improve quality of life by providing economic, educational and other support services.
- High Point Economic Opportunities, Inc. (HPEO), a for profit organization established to acquire, construct, develop, operate and/or hold title to affordable housing property, the fostering of low-income housing, the development of mixed-income housing which includes low-income housing, and other activities permitted by the North Carolina Business Corporation Act.
